Lectura del Acuerdo Presidencial No. 74-2025
Muy buenas tardes a tod@s. Muy buenas tardes a las Queridas Familias nicaragüenses que nos están viendo a través del Canal 6.
El Acuerdo Presidencial que vamos a dar a conocer esta tarde es el 74-2025, y dice que, Considerando :
Que el Jefe de las Fuerzas Policiales de la República de Nicaragua, el Primer Comisionado General Francisco Javier Díaz Madriz, con fundamento en el Artículo 13, Numerales 19 y 25 de la Ley No. 872, “Ley de Organización, Funciones, Carrera y Régimen Especial de Seguridad Social de la Policía Nacional”, emitió el 23 de Mayo del Año 2025, la Disposición No. 005-2025, proponiendo Ascensos en Grado de Comisionados Generales, para fortalecer el Mando Institucional de la Policía Nacional.
2. Que el Artículo 125 Numeral 10 de la Constitución Política faculta a la Presidencia de la República, otorgar los Grados de Comisionado o Comisionada General.
Y 3. Que la Presidencia de la República reconociendo los Méritos, Logros y Avances de los Integrantes de nuestra Policía Nacional y de la Institución que trabaja con las Familias nicaragüenses garantizando la Seguridad Ciudadana en todos sus aspectos.
En uso de las facultades que les confiere la Constitución Política, Acuerda :
1. Ascender al Grado de Comisionado General a los Comisionados Mayores: Mauricio Lenin Soza Robelo, Álvaro José Pérez Marenco, Oscar José Alemán Márquez y Esteban Antonio Torrez Rocha.
2. Los Grados de Comisionados Generales serán impuestos en Ceremonia Solemne cuando la Presidencia de la República, Jefatura Suprema de la Policía Nacional, lo disponga. Es decir, hoy 23 de Junio.
3. Déjese sin efecto el Acuerdo Presidencial No. 37-2025 del 27 de Febrero del Año 2025, publicado en La Gaceta, Diario Oficial No. 41 del 03 de Marzo del 2025.
4. El presente Acuerdo surte sus efectos a partir de esta fecha, y se publica en La Gaceta, Diario Oficial.

Buenas noches, Herman@s, Familias nicaragüenses, hoy, en este día en el que conmemoramos a nuestro hermano Carlos, Carlos Fonseca, en el día de su nacimiento, y él está en otro espacio, pero está aquí presente. Presente en el Pueblo nicaragüense, Presente en el Alma de los Campesinos, de los Trabajadores, de la Juventud nicaragüense, Presente en el Espíritu de Lucha para defender la Paz, de la Policía y del Ejército.
Estos son Tiempos en los que está a la vista que lo que más hay que cuidar es la Paz, porque la guerra, la violencia, las intervenciones, las agresiones, se multiplican en buena parte de nuestro Planeta, y hay Regiones donde incluso se está masacrando a los Pueblos, se está destruyendo a los Pueblos, como es el Pueblo Palestino, un Pueblo Heroico, que sigue resistiendo, sigue defendiendo su Derecho a la Vida, su Derecho a tener un Hogar.
Y luego oímos hablar del arma atómica. El arma atómica se ha convertido en un arma, que había compromisos en Naciones Unidas para que no hubiesen armas atómicas, pero los Imperialistas de la Tierra, que tienen la capacidad y los recursos, para construir armas atómicas, las han construido, y no permiten que otro País construya armas atómicas.
Cómo se han reventado de furia cuando el Presidente de Corea del Norte anuncia que ellos no se van a quedar de brazos cruzados ante una agresión; porque ellos están constantemente cercados, amenazados, por las armas del Ejército norteamericano.
Y la República de la cual es Presidente, es una Nación pequeña, un territorio pequeño, es mucho más inmenso el territorio de Irán y la población de Irán, más de 90 millones de habitantes en Irán. Y ahí él ha sido claro en decir, si nos atacan no vamos a dudar en responder con el armamento atómico que tenemos. Porque tienen armas atómicas, las han logrado construir en condiciones difíciles, y eso los hace intocables.
Es decir, pareciera que en el Mundo para que ningún País pudiese ser agredido, sancionado, invadido, bombardeado, todos los Países deberían tener sus armitas atómicas, sus cohetes atómicos, ahí sí que nadie movería, nadie movería un ataque, una agresión. Pero el camino no es multiplicar las armas atómicas en el Mundo.
Nosotros hemos declarado a América Latina una Zona de Paz y libre también de ese tipo de armamento, y el reto que tiene la Humanidad, el desafío que tienen, sobre todo los Imperialistas de la Tierra, es empezar a destruir el armamento atómico.
Solamente desapareciendo el armamento atómico habrá Paz y Seguridad en el Mundo; de lo contrario, todos los Pueblos están amenazados y chantajeados cuando una Potencia imperialista se atreve a lanzar bombardeos, cuando un País no está en guerra, para destruir lo que son los laboratorios que en Irán venían trabajando, bajo la inspección del Organismo Internacional de Naciones Unidas.
¿Para qué? Para asegurarse de que el Programa de Irán era un Programa, como ellos lo han explicado, de desarrollo en el campo nuclear, pero para el uso pacífico. Porque en muchos Países existen Plantas de Energía Atómica y que son muy seguras, muy estables y el costo también es el menor a la hora de generar, y eso es lo que estaban inspeccionando ahí.
Y después que lanzaron los bombazos sobre los puntos donde supuestamente estaban los laboratorios, resulta que todo eso es un teatro; porque el Presidente que manda a lanzar los cohetes lo hace para ayudar al Gobierno de Israel. Porque a la vez, el Gobierno de Israel, que tiene armas atómicas, no acepta que lo revisen, y nadie lo revisa.
¿Y Naciones Unidas para qué sirve? ¿Para qué sirve Naciones Unidas? ¡Para nada! ¡Para nada! Porque por mucho que se hable en Naciones Unidas que se tomen Acuerdos en Naciones Unidas, no se cumplen. Ah, si el Acuerdo es para agredir un País, ese sí se cumple. Si el Acuerdo es para invadir, bombardear, destruir, a Libia, ese Acuerdo sí se cumple, como asesinaron a nuestro Hermano Muamar Gadafi.
Pero cuando los Acuerdos mayoritarios ahí demandan que se suspenda el bloqueo a Cuba después de 63 años, en una votación donde prácticamente todos votan a favor de que se suspenda el bloqueo a Cuba; son dos, tres Países, Israel y Estados Unidos, que no están de acuerdo, votan en contra.
De nada sirve que la inmensa mayoría de los Pueblos del Mundo voten ahí a favor de que se suspenda el bloqueo a Cuba, porque sencillamente no pasa nada ahí, y el bloqueo más bien lo arrecian, y lo que provocan es sufrimiento en el Pueblo de Cuba, un Pueblo Heroico, el Pueblo de Martí, el Pueblo de Fidel, de Raúl, de nuestro Hermano Díaz-Canel de frente librando una Batalla Heroica, Heroica, Heroica.
Es un bloqueo brutal, donde los dejan sin Energía, los dejan sin capacidad de adquirir repuestos para poder poner a trabajar las Plantas. ¡Un bloqueo total, brutal! ¿Y qué dicen Naciones Unidas? Votan, todos votan ahí, todos votan, pero no existen condiciones ahí, en Naciones Unidas, como para que se cumpla lo que vota Naciones Unidas o sus Organismos.
A nosotros mismos nos están debiendo los Estados Unidos una indemnización millonaria, después de la guerra que nos impuso el Presidente Ronald Reagan, que provocó miles de muertos aquí en Nicaragua, muchachos, muchachas asesinados, campesinos, gente humilde trabajadora. Armados, entrenados por los Estados Unidos, financiados por los Estados Unidos.
Fue del 79 al 90 una guerra ininterrumpida, que se libró con el Corazón realmente, porque nosotros éramos una Revolución que tenía un Ejército, una Policía, que estaban organizando cuando empezó la arremetida del Imperio yanqui.
Y fuimos a la Corte Internacional de Justicia de La Haya, que es un Instrumento de Naciones Unidas, que se supone que lo que la Corte diga se cumple. Y la Corte falló condenando a los Estados Unidos por las actividades terroristas en contra del Pueblo nicaragüense, y les ordenó indemnizar. Y es la fecha y no indemnizan.
Es decir, cada día queda más claro que en Naciones Unidas hay una cantidad de Organismos que sirven nada más de instrumentos de los Imperios, para apretarle la garganta, el cuello, a aquellos Pueblos que luchan por la Soberanía, por el Bienestar, por la Paz, y que, por lo demás, es un teatro, un teatro totalmente, como para burlarse de los Pueblos.
El Padre Miguel d´Escoto, cuando estuvo presidiendo Naciones Unidas de parte de Nicaragua, él ahí levantó una Propuesta, una Bandera, que había que reconstruir, que habría que refundar... ¿Refundar qué significa? Acabar con los fundamentos, con las fundaciones que tiene Naciones Unidas ahorita, que los que mantienen esos fundamentos son las Potencias.
Entonces habría que quitarle ese poder a las Potencias, y que el poder se le dé a todos los Pueblos, a todas las Naciones, y que de esa manera entonces Naciones Unidas tenga sentido.
Naciones Unidas simplemente es una burla para los Pueblos, una burla para la Humanidad. Naciones Unidas debería desaparecer, ¡desaparecer! Y es ahí el reto de construir con los fundamentos de los Pueblos, con la Fuerza de todos los Pueblos, de todas las Naciones, una Sociedad de Naciones en la que seguramente no querrán incorporarse los Imperialistas de la Tierra; porque ellos quieren Instituciones Internacionales que estén a su servicio, que saquen Resoluciones para castigar, asesinar, agredir, a aquellos Pueblos que defienden la Soberanía, defienden el Derecho a la Prosperidad, al Bienestar.
Son tiempos que no son nuevos en la Historia de la Humanidad, no son nuevos, como los poderosos, los Imperialistas de todos los tiempos. Basta recordar que en Europa se originaron dos Guerras Mundiales, y que la Segunda Guerra, encabezada por los nazis, por Hitler, iba por toda Europa, iba a apoderarse del Mundo y a desaparecer a aquellos ciudadanos que no tenían en la sangre lo que es el gen de los arios, porque decían que el que no era ario tenía que desaparecer, tenía que ir a la cámara de gas.
Es decir, si ellos han llegado a dominar estas Naciones, estos Pueblos, bueno, a la cámara de gas, simplemente por ser morenos, ya no digamos ser negritos. A la cámara de gas. Porque para ellos solamente era la raza aria.
Y para poder dominar toda Europa y más allá, se lanzaron contra Rusia, pero ahí Rusia los enfrentó, los derrotó. Y este año ha sido el año de la celebración de un Aniversario más de la derrota del nazismo.
Hitler tenía a sus científicos, no para que construyeran cohetes atómicos, porque en ese tiempo no se conocían armas atómicas, sino para que construyeran bombas atómicas; allí los tenían a sus científicos trabajando fuerte, y estaba seguro que ya con las bombas atómicas tirándolas por todos lados no iba a quedar País y Nación que no se rindiera.
Bueno, Hitler fue derrotado por el Ejército Rojo y por el Ejército de esa Gran Nación que fundó Mao Tse-Tung y donde está el Presidente Xi Jinping. Fue derrotado por el Pueblo, los Trabajadores, los Soldados, de Rusia y bajo la dirección de ese Gran Líder, José Stalin.
Stalin logró la derrota de los nazis, e inmediatamente derrotados los nazis los norteamericanos corrieron a buscar a los científicos alemanes para llevárselos a que les trabajaran la bomba. Esto fue en el 45, terminada la guerra ya, se los llevaron a los Estados Unidos, y combados con científicos norteamericanos, bueno, elaboraron unas bombitas ahí. Ya la guerra había pasado, ya había terminado.
Y en el año 47, en los primeros días de Agosto, decidieron ir a probar las bombas, en ese tiempo no habían cohetes, tenían que llevar las bombas, cargándolas en los aviones y después dejarlas caer en los blancos. Ellos habían escogido como blanco a dos Ciudades de Japón, Hiroshima y Nagasaki, ya viene el Aniversario ahora en Agosto. Ahí dejaron caer las bombas atómicas, las primeras y únicas bombas atómicas que se han explotado sobre población alguna en toda la Historia.
El otro que está tentado a tirar bombas atómicas en el actual Presidente de los Estados Unidos, aunque él habla de Paz, pero por otro lado amenaza.
Pero las dos únicas bombas atómicas que se han explotado en el Mundo, las explotó Estados Unidos, y ahí hubieron 325,000 muertos con esos bombazos.
Hiroshima y Nagasaki no eran objetivos militares, y ahí la población quedó, asesinada una parte de la población, y la población que no quedó asesinada, quedó contaminada de las radiaciones, y los niños empezaron a padecer de cáncer y de miles de enfermedades, los adultos también, y empezó a morir mucha gente por la radiación. Y es la fecha y todavía en Hiroshima y Nagasaki están las pruebas, las huellas vivientes de descendientes de Familias que están afectados por las radiaciones.
Y es increíble escuchar a los Imperialistas de la Tierra, que no condenan esos hechos, no los condenan; más bien los europeos han corrido a buscar cómo armarse de cohetes. Ah, ellos tienen derecho.
Si a nosotros se nos ocurriera buscar unos cuantos cohetes para que no nos toquen, porque ya con los cohetes aquí nadie nos toca, eso así és. Pero no se nos ocurre, porque no somos Pueblos para caer en el juego y en el instrumento del armamento nuclear.
Ya ni se sabe en qué va a terminar esta guerra que la inició Israel, de un día para otro lanzó ataques contra Irán, con el cuento de que en Irán estaban haciendo estos laboratorios, pero para Energía Nuclear con fines pacíficos. Ellos decían que no, que eran para cohetes. Y los Especialistas de Organismos que los han visitado, que han ido a inspeccionar los lugares, decían que no había señal de que estuviesen ahí construyendo bombas o cohetes, sino que era con fines pacíficos.
Pero Israel, que tiene cohetes, no quiere ni pensar que Irán pueda tener cohetes, porque ya se imagina que Irán les va a tirar cohetes a ellos; entonces prefiere primero empezar a atacar a Irán. No le lanza los cohetes, porque sabe que si lanza los cohetes Israel estaría haciendo un crimen y estaría cayendo en un crimen que sería condenado, no habría Gobierno ahí que quiera apoyarlos en los lanzamientos de cohetes atómicos, con material atómico.
Entonces, lo que hizo Israel es buscar una guerra de desgaste y estar ahí atacando, atacando, atacando, atacando, atacando... Esto lógicamente lo hizo de acuerdo con el Gobierno norteamericano.
En la medida en que atacaban, también Irán respondió, o sea, el derecho a la defensa lo da la Ley; los ataques empezaron de Israel todos los días, entonces Irán tuvo que empezar a responderles también. Pero como Israel estaba sintiendo que las bombas que llegaban de Irán a través de estos artificios modernos, instrumentos de guerra modernos, les estaban provocando mucho daño, entonces le dijeron al Gobierno de Estados Unidos que se fueran ellos mejor a acabar con los lugares donde se estaban trabajando los cohetes allá en Irán.
Y se fueron, al final se fueron y organizaron una Operación con una cantidad de aviones y bombardearon los sitios, efectivamente, donde estaban los laboratorios. Al bombardear los sitios donde estaban los laboratorios no pasó nada, porque si allí hubiera habido uranio inmediatamente se reproduce por mil lo que fue el accidente de Chernóbil, empieza a correr, llevado por los vientos, y eso a contaminar con radiación y a matar miles de gente y hasta donde el viento lleve eso; allí flotando, pero no pasó nada de eso.
El Gobierno norteamericano dice que ellos ya destruyeron los laboratorios, pero, por otro lado, se sabe que los laboratorios hacía mucho tiempo los habían trasladado a otro lado, porque sabían que podía llegar. Entonces, esa es una tragicomedia, porque es una tragedia realmente, pone en terror a los Pueblos de la zona, y, por otro lado, ponen en terror al Mundo también, y se dice que lo están haciendo por la Paz.
Entonces, después que les cumplió a los israelitas, al Pueblo de Israel no, a los Gobiernos, porque el Pueblo de Israel es un Pueblo noble y sufre con todo esto; cuando le cumplió al Gobierno de Israel, asesino del Pueblo Palestino, entonces salió diciendo el Presidente de los Estados Unidos que ya estaba resuelto el problema, porque él había acabado ya, y que ya había llegado a Acuerdos con el Gobierno de Irán para la Paz.
Pero aquí está una información donde Irán contradice a Trump, porque Trump salió diciendo, como que ya había cumplido, ya los desbaraté; ahora ya, cese al fuego... ¡El hombre de la Paz! Pero ahí nadie le hace caso, tiene más poder Netanyahu, el verdugo de los Pueblos Palestinos, porque sigue lanzando sus artefactos explosivos sobre Irán.
Lógicamente Irán tiene que estarles respondiendo también a esos ataques; e Irán ¿qué ha dicho? Que cese el fuego Israel, y cesamos el fuego nosotros. Entonces ya habrían condiciones para buscar entendimiento y buscar el restablecimiento de la Paz en toda esa Región.
Hasta el momento, la verdad es que ahí cuesta creerle al Presidente de los Estados Unidos, porque continuamente dice una cosa, después dice otra. Bueno, son sus características.
La tiene, por otro lado, contra nuestros Pueblos, contra los Pueblos de toda nuestra Región, los Pueblos de África, de Asia, etc., que han emigrado a los Estados Unidos, donde han hecho Familia, donde les han dado residencia, ¿por qué? Porque son la fuerza de trabajo fundamental para que ese Imperio se pueda sostener en el campo económico.
Y los están persiguiendo, los andan persiguiendo, los anda metiendo presos, porque dice que todos son unos bandidos, que todos son delincuentes, son asesinos. Cuántas barbaridades no ha dicho de los Hermanos mexicanos y de todos los Hermanos latinoamericanos, así, bandidos dice, asesinos, y los están persiguiendo.
Pero también hay una rebelión de los emigrantes que salen a las calles a protestar y los meten presos, los golpean. Allá en San Francisco, en Los Ángeles, allá está la resistencia mayor. ¿Por qué razón? Primero, porque debería saber el Presidente de los Estados Unidos, que ese territorio no perteneció a los Estados Unidos, que ese territorio pertenecía a México desde sus ancestros.
Y que cuando llegaron los emigrantes a los Estados Unidos, llegaron de Inglaterra, llegaron de Europa, y empezaron a apoderarse de las tierras de las Comunidades indígenas en los Estados Unidos, luego le cayeron también a toda esa Región de San Francisco, Los Ángeles.
Ese es territorio mexicano, es territorio mexicano, y en el fondo, se sienten los Hermanos mexicanos ahí, que dan la batalla para defender su derecho a seguir trabajando. Porque les quitan todo, los meten presos, los andan rebuscando en todos los lugares de trabajo; se meten a un centro de trabajo los Policías, o la Guardia, y agarran a todos los trabajadores.
Ahí no hacen diferencia, los agarran y se los llevan, y luego, si ahí aparece un trabajador que realmente es norteamericano, lo van a soltar; pero si los otros no son norteamericanos, van presos y a esperar a que se les deporte.
También capturan madres que las separan de sus hijos, es una verdadera tragedia la que se está viviendo en los Estados Unidos, contra los inmigrantes. Y eso afecta también a las empresas norteamericanas, porque esa es la mano de obra que tienen ellos disponible, tanto en las labores agrícolas como en labores de construcción, y de todo tipo.
Pero hay una persecución sin pasar por las Leyes, les importan poco las Leyes, simplemente él decide, se hace esto, y eso se hace. Y los jueces dicen que no, y a él le importa poco y sigue de frente.
Bueno, eso está provocando un daño enorme a los Estados Unidos.
Luego, lo primero que hizo fue mandar a incrementar los Impuestos a todos los Países en el Mundo, y ahí están las discusiones, los pleitos, hasta con la Comunidad Europea que ha sido instrumentos de ellos con la OTAN, ahí están buscando cómo negociar.
Es decir, son tiempos estos en los que la Humanidad teniendo tantos medios, tantos instrumentos para crear condiciones de Paz, de Estabilidad, de Progreso, de Bienestar, en los mismos Estados Unidos con todos esos migrantes, y de hacer una Política de Cooperación con todos los Países del Mundo, y sobre todo con los Países en Vías de Desarrollo, no lo hace.
En cambio, la República Popular China sí lo hace, y ellos cómo se enojan cuando la República Popular China está desarrollando obras en África, en Asia, en América Latina. Se enojan y amenazan a los Gobiernos por estar aceptando que entren las empresas de la República Popular China.
Entonces, la esperanza está en estas Potencias, como la República Popular China, que tiene una actitud humana, solidaria, generosa, y eso le facilita lógicamente que la reciban en todos los Países, y eso enoja al Gobierno norteamericano.
Igual pasa con la Federación Rusa, donde la Federación Rusa se instala y tiene cooperación, incluso cooperación en el campo de la Seguridad, porque la Federación Rusa ha instalado aquí un Centro para combatir la delincuencia, el narcotráfico.
Tiene 12 años ya de estar instalado aquí en Nicaragua, es una Escuela, la manejan ellos; son Especialistas rusos Militares los que trabajan en esa Escuela, y la tienen abierta para toda la Región y más allá. Y a esta Escuela vienen a seguir Cursos de diferentes Países Centroamericanos. Eso no les gusta a ellos.
Lo más importante, creo yo, en estos momentos tan duros para muchos Pueblos, lo más importante es que tenemos que seguir aferrados, amarrados, a lo que es la Conciencia que nos lleva a la defensa de la Soberanía y que nos lleva a trabajar por la Paz. Porque habiendo Paz pueden avanzar las Obras en beneficio del Pueblo. Obras de todo tipo que no las voy a enumerar hoy, porque amaneceríamos, pero Obras que se multiplican y están llegando a los lugares más lejanos de nuestro País.
Frente a estas tribulaciones que provocan los Imperialistas de la Tierra, las agresiones, bueno, nosotros apostamos por la Paz... Ojalá, ojalá, dejen de estar atacando el Gobierno de Israel a Irán, entonces, Irán deja de disparar lógicamente, y ya se abrirían otras condiciones para poder llegar ya a un Acuerdo.
¿Que los israelitas no querían esos laboratorios allá? Ya dice el Presidente Trump que los desapareció con los bombardeos que mandó. Entonces, ¿dónde está ahí, digamos, el freno? El freno es el Gobierno de Israel, el Gobierno, no el Pueblo de Israel, el Gobierno de Israel, que és el instrumento que están utilizando los Imperialistas de la Tierra para buscar cómo apoderarse de toda esa zona.
Porque no solamente es Palestina, ellos quieren apoderarse de todos esos Pueblos donde hay mucha riqueza, minerales, petróleo, todo, se quieren apoderar de toda esa zona, sin medir las consecuencias. Porque querer apoderarse de toda esa zona, sencillamente no és posible, porque ahí hay Pueblos con Historia, Pueblos aguerridos, Pueblos que han luchado, Pueblos que han sufrido pérdidas de millones de Personas en su lucha contra los Colonialistas.
Y aquí desde Nicaragua nosotros seguir aquí unidos, con el Ejemplo de Carlos, Carlos, que entregó su Vida por el Pueblo nicaragüense, por los Campesinos; que penetró en las montañas en condiciones difíciles cuando la Guerrilla estaba totalmente aislada y la estaban destrozando.
Y con sus lentes, muy gruesos, porque padecía de una miopía que le costaba ver aún con los lentes; pero él así asumió el reto de ir a incorporarse al destacamento de montaña para que ahí se desarrollara una reunión para la Unidad y que la Unidad nos diera más Fortaleza. Y él da la Vida luchando por la Unidad.
Y en ese aspecto este es un punto fundamental para todos nosotros los nicaragüenses, para la Juventud, para los Trabajadores, para el Ejército, para la Policía, la Unidad, ¡la Unidad! Porque las habilidades del enemigo nos llevan a buscar cómo sembrar desconfianza, sembrar división, hablar mal del uno y del otro, para provocar entonces fracturas.
Y hay que estar seguros que cuanto más unidos estemos, más fuertes seremos, cuanto más unidos estemos, entonces estaremos garantizando la Paz para el Pueblo nicaragüense. Y garantizar la Paz para el Pueblo nicaragüense es garantizar que continuemos avanzando con todos los Programas Sociales para derrotar la Pobreza y que cada día que pasa mejoren las condiciones de las Familias nicaragüenses.
Misión del Pueblo, de todas las Instituciones, ¿y el soporte fundamental para que estas Misiones se puedan desarrollar lógicamente dónde están? En la Policía, en el Ejército, en el Ministerio del Interior, ahí están, e ir administrando las medidas que hemos venido tomando para evitar tanta muerte.
Hay que ir haciendo un conteo de cuando empezamos a aplicar estas medidas que estamos tomando para evitar muertes, accidentes, en las carreteras, en las calles de la Ciudad. Cuántos era el promedio que teníamos antes, y ahora hay que sacar el promedio a partir de esa fecha, dejar pasar unos 15 días más y vamos a ver.
Porque aquí se trata de salvar Vidas, y nos cuenta entender eso porque nos gusta correr, a todos nos gusta correr, esa es la verdad; pero, cuántas muertes todos los días, y cuánto sufrimiento en las Familias con aquellos que fallecen.

Reading of Presidential Agreement No. 74-2025
Very good afternoon to everyone. Very good afternoon to the beloved Nicaraguan Families who are watching us on Channel 6.
The Presidential Agreement that we are going to announce this afternoon is number 74-2025, and it states as follows,
Considering:
That the Chief of the Police Forces of the Republic of Nicaragua, First Commissioner General Francisco Javier Díaz Madriz, on the basis of Article 13, Numerals 19 and 25 of Law No. 872, "Law on Organization, Functions, Career and Special Social Security Regime of the National Police", issued on May 23rd 2025, the Provision No. 005-2025, proposing Promotions in the Rank of General Commissioners, to strengthen the Institutional Command of the National Police.
2. That Article 125, paragraph 10, of the Political Constitution empowers the Presidency of the Republic to grant the Rank of Commissioner General.
And, 3. That the Presidency of the Republic recognizing the Merits, Achievements and Advances of the Members of our National Police and the Institution working with Nicaragua’s Families guaranteeing Citizen Security in all its aspects.
Using of the powers conferred on them by the Political Constitution, Agrees :
1. To promote to the Rank of General Commissioner the Commissioners Major: Mauricio Lenin Soza Robelo, Álvaro José Pérez Marenco, Oscar José Alemán Márquez and Esteban Antonio Torrez Rocha.
2. The Rank of Commissioners General will be imposed in Solemn Ceremony when the Presidency of the Republic, Supreme Head of the National Police, so provides. That is, today, June 23rd.
3. The Presidential Agreement No. 37-2025 of February 27th 2025, published in La Gaceta, Official Gazette No. 41 of March 3rd 2025.
4. This Agreement takes effect as of this date, and is to be published in La Gaceta, Official Journal.

Good evening, Brothers and Sisters, families of Nicaragua, today, on this day in which we commemorate our brother Carlos, Carlos Fonseca, on the day of his birth, while he is in another space, but he is present here. Present among the Nicaraguan People, Present in the Soul of the Peasants, the Workers, Nicaragua’s Youth, Present in the Spirit of Struggle to defend Peace, the Police and the Army.
These are times when it is clear that the most important thing to take care of is Peace, because war, violence, interventions, aggression are multiplying in a great part of our planet, and there are Regions where People are even being massacred, Peoples are being destroyed, such as the Palestinian People, a Heroic People, who continue to resist, continue to defend their Right to Life, their Right to have a Home.
And then we hear about nuclear armaments. Nuclear armaments are a weapon, there were commitments in the United Nations so that there would be no nuclear weapons, but the Imperialists of the Earth, who have the capacity and the resources, to build nuclear weapons, have built them, and they do not allow other countries to build nuclear weapons.
How they burst out in fury when the President of North Korea announced that they would not stand idly by in the face of an aggression; because they are constantly surrounded, threatened, by the weapons of the US Army.
And the Republic of which he is President is a small nation, a small territory, the territory of Iran and the population of Iran are much more immense, there are more than 90 million inhabitants in Iran. And North Korea has been clear in saying, if we are attacked we will not hesitate to respond with the nuclear weapons that we have. Because they have nuclear weapons, they have managed to build them under difficult conditions, and that makes them untouchable.
That is to say, it seems that in the World so that no Country can be attacked, sanctioned, invaded, bombed, every country should have nuclear weapons, nuclear missiles, such that no one would dare, no one would dare mount an attack, an aggression. But the way forward is not to multiply nuclear weapons in the world.
We have declared Latin America a Zone of Peace and also one free of this type of weaponry, and the challenge that humanity has, the challenge that the Imperialists of the Earth have, above all, is to start destroying their nuclear weapons.
Only by disappearing nuclear weapons can there be Peace and Security in the World; otherwise, all peoples are threatened and blackmailed when an imperialist Power dares to launch bombings, when a Country is not at war, to destroy the laboratories that were working on in Iran, under the inspection of the International Organization of the United Nations.
For what? To make sure that Iran's Program was a Program, as they have explained, of development in the nuclear field, but for peaceful uses. Because in many Countries there are Nuclear Energy Plants and they are very safe, very stable and the cost is also the lowest when it comes to generating electricity, and that's what they were inspecting there.
And after they launched the bombs on the points where the laboratories were supposed to be, it turns out that all this is theater; because the President who orders the rockets to be launched does so in order to help the Government of Israel. Because at the same time, the Government of Israel, which has nuclear weapons, does not accept to be inspected, and no one inspects it.
And what is the United Nations for after all? What is the United Nations for? Nothing at all! Nothing at all! Because no matter how much people talk at the United Nations about reaching agreements at the United Nations, they are not fulfilled. Ah, but if the Agreement is to attack a country, then that one is indeed fulfilled. If the Agreement is to invade, bomb, destroy Libya, that Agreement is fulfilled, as when they assassinated our Brother Muammar Gaddafi.
But when the majority Agreements there demand that the blockade of Cuba be suspended after 63 years, in a vote where practically everyone votes in favor of suspending the blockade of Cuba; there are two, three countries, Israel and the United States, that do not agree, they vote against.
It is of no use that the vast majority of the Peoples of the world vote there in favor of suspending the blockade on Cuba, because simply nothing happens there, and the blockade instead is intensified, and that causes suffering for the People of Cuba, a Heroic People, the People of Martí, the People of Fidel, of Raúl, of our Brother Díaz-Canel at the front, fighting a Heroic, a Heroic, a truly Heroic Battle.
It is a brutal blockade, where they are left without Energy, they are left without the ability to acquire spare parts to be able to put the power plants to work. A total, brutal blockade! And what do the United Nations say? They vote, everyone votes there, everyone votes, but there are no conditions there, in the United Nations, for what the United Nations or its Agencies vote for to be fulfilled.
The United States owes us many millions in compensation after the war imposed on us by President Ronald Reagan, which caused thousands of deaths here in Nicaragua, murdered young men and women, peasants, humble working people. Armed and trained by the United States, funded by the United States.
It was from ‘79 to ‘90 an uninterrupted war, which was fought from the heart really, because we were a Revolution that had an Army and a Police Force, that they were only getting organized when the onslaught of the Yankee Empire began.
And we went to the International Court of Justice in The Hague, which is an Instrument of the United Nations, such that what the Court says is supposed to be fulfilled. And the Court ruled condemning the United States for terrorist activities against the Nicaraguan people, and ordered them to pay compensation. And to this date they have not paid compensation.
That is to say, it is becoming clearer every day that there are a number of Organizations in the United Nations that serve no more than as instruments of Empire, to choke the throat, the neck, of those Peoples who are fighting for Sovereignty, for Well-being, for Peace, and that, all the rest is theater, total theater, as if mocking the world’s Peoples.
Father Miguel d’Escoto, when he was president of the United Nations on behalf of Nicaragua, he raised a Proposal there, a Banner, that the UN had to be rebuilt, that it would have to be refounded... Refounded... what does that mean? It means doing away with the foundations, with the foundations that the United Nations has right now, that those who maintain those foundations are the world’s prevailing Powers.
So it would be necessary to take that power away from those Powers, such that the power may be given to all Peoples, to all Nations, and so in that way then the United Nations would make sense.
The United Nations is simply a mockery to the world’s Peoples, a mockery to humanity. The United Nations should disappear, disappear completely! And that presents the challenge of building with the foundations of the world’s Peoples, with the Strength of all Peoples, of all Nations, a League of Nations in which the Imperialists of the Earth will doubtless not want to join; because they want International Institutions at their service, drawing up Resolutions to punish, assassinate, attack, those Peoples who defend their Sovereignty, defend their Right to Prosperity, to Well-being.
These are times that are not new in the history of humanity, they are not new, involving the powerful, the Imperialists of all times. It is enough to remember that two World Wars originated in Europe, and that the Second War, led by the Nazis, by Hitler, who was going all over Europe, and was going to take over the world and disappear those citizens who did not have the Aryan gene in their blood, because they said that those who were not Aryan had to disappear, had to go to the gas chamber.
That is, if they hah come to dominate these Nations, these Peoples, well, off to the gas chamber, simply because they are brown, let alone black. To the gas chamber. Because for them it was only the Aryan race that counted.
And in order to dominate all of Europe and beyond, they launched themselves against Russia, and Russia faced up to them, defeated them. And this year has been a year for celebrating one more anniversary of the defeat of Nazism.
Hitler had his scientists, not to build nuclear missiles, because at that time nuclear weapons were not known, but to build nuclear bombs; they had their scientists working hard there, and he was sure that with nuclear bombs being launched everywhere there would be no Country and Nation that would not surrender.
Well, Hitler was defeated by the Red Army and by the army of that Great Nation that Mao Tse-Tung founded and where President Xi Jinping now is. Hitler was defeated by the People, the Workers, the Soldiers, of Russia and under the leadership of that Great Leader, Joseph Stalin.
Stalin managed to defeat the Nazis, and immediately after the defeat of the Nazis, the US ran to find German scientists to take them to work the bomb. This was in '45, after the war was over, they took them to the United States, and together with US scientists, well, they made some little bombs there. The war had already passed, it was already over.
And in the year 1945, in the first days of August, they decided to go and test the bombs, at that time there were no missiles, they had to carry the bombs, loading them on the planes and then dropping them on the targets. They had targeted two Cities in Japan, Hiroshima and Nagasaki, the Anniversary is coming now in August. There they dropped the nuclear bombs, the first and only nuclear bombs that have been exploded on any population in all history.
Another one who is tempted to drop nuclear bombs is the current President of the United States, although he talks about Peace, however on the other hand he issues threats.
But the only two atomic bombs that have been exploded in the world, the United States exploded them, and there were 325,000 killed with those bombs.
Hiroshima and Nagasaki were not military targets, and there part the population was left, a part of the population was killed, and the population that was not killed was contaminated by radiation, and children began to suffer from cancer and thousands of diseases, adults too, and many people began to die from radiation. And to this day still in Hiroshima and Nagasaki there remains proof, the living traces of descendants of families who are affected by radiation.
And it is incredible to listen to the Imperialists of the Earth, who do not condemn these facts, they do not condemn them; rather, the Europeans have rushed to find how to arm themselves with missiles. Ah, it seems they have that right.
If it occurred to us to look for a few missiles so that they wouldn't touch us, although nobody touches us here anymore with missiles, that's just how it is. But it does not occur to us, because we are not Peoples to fall into the game and the use of nuclear armament.
No one even knows how this war started by Israel will end. From one day to the next it launched attacks against Iran, with the story that in Iran they were operating those laboratories, but which were of Nuclear Energy for peaceful purposes. They said no, they were for nuclear missiles. And the specialists of Agencies that have visited them, who have gone to inspect the places, said that there was no sign that they were there building bombs or missiles, but that it was for peaceful purposes.
But Israel, which has nuclear missiles, doesn't even want to think that Iran can have them, because it already imagines that Iran is going to launch missiles at them; so it has preferred to start attacking Iran first. It does not launch the nuclear missiles, because it knows that if they launch those missiles, Israel would be committing a crime and falling into a crime that would be condemned,since no government wants to support them in launching nuclear missiles, with nuclear material.
So, what Israel did was to start a war of attrition and persist in attacking, attacking, attacking, attacking, attacking... This was obviously done in agreement with the US government.
To the degree that they attacked, Iran also responded, that is, the law gives them the right to defense; the attacks started from Israel every day, then Iran had to start responding to them as well. And Israel began feeling how the bombs coming from Iran through these modern devices, modern instruments of war, were causing them a lot of damage, so they told the U.S. government to go on and finish off the places where the missiles were being worked on in Iran.
And they did, in the end they set out and organized an operation with a number of planes and bombed the sites, effectively, where the laboratories were. When they bombed the places where the laboratories were, nothing happened, because if there had been uranium there, it would immediately reproduce a thousand times what the Chernobyl accident was, it starts spreading, carried by the winds, and that contaminates with radiation and kills thousands of people for as far as the wind carries it; floating there, but nothing of that happened.
The US government says that they have now destroyed the laboratories, but, on the other hand, it is now known that the laboratories had long ago moved elsewhere, because the Iranians knew that what could come. So, in a way that's a tragicomedy, but really it’s a tragedy, it puts the people of the region in terror, and, on the other hand, they put the world in terror too, and they say they are doing it for Peace.
So, after he had fulfilled the commitment to the Israelis, not to the People of Israel, to the Government, because the People of Israel are a noble People and suffer with all this; when he fulfilled his commitment to the Government of Israel, murderer of the Palestinian People, then the President of the United States came out saying that the problem was already solved, because he had already finished it, and that he had already reached Agreements with the Government of Iran for Peace.
But here is a piece of information where Iran contradicts Trump, because Trump came out saying, as if, I have now complied, I have disrupted them now; so now already let’s cease-fire... The man of peace! But no one pays attention to him there, Netanyahu, the executioner of the Palestinian people, has more power because he continues to launch his explosive devices against Iran.
Of course, Iran has to respond to these attacks as well; and Iran, what has it said? Let Israel cease fire, and we’ll cease fire. Then there would really be conditions to seek understanding and to seek the restoration of Peace in that entire Region.
So far, the truth is that it is difficult to believe the President of the United States, because he constantly says one thing, then says another. Well, those are his characteristics.
On the other hand, he is against our Peoples, against the Peoples of our entire Region, the Peoples of Africa, Asia, etc., who have emigrated to the United States, where they have made a family, where they have been given residence, why? Because they are the fundamental workforce allowing this Empire to be sustained economically.
And they are persecuting them, they are hunting them down, they are putting them in prison, because they say they are all bandits, they are all criminals, that they are murderers. How many barbarities has he not said about the Mexican Brothers and Sisters and all the Latin American Brothers and Sisters, as well, bandits he says, murderers, and they are persecuting them.
But there is also a rebellion by the migrants who take to the streets to protest and so they put them in prison, beat them. There in San Francisco, in Los Angeles, there is the greatest resistance. Why? First, because the President of the United States should know that this territory did not belong to the United States, this territory belonged to Mexico since its ancestors.
And then when the emigrants arrived in the United States, they came from England, they came from Europe, and they began to take over the lands of the indigenous Communities in the United States, then they also fell to that entire Region of San Francisco and Los Angeles.
That is Mexican territory, it is Mexican territory, and deep down, the Mexican Brothers and Sisters feel that, giving battle to defend their right to continue working. Because the police take everything from them, they put them in prison, they go searching through all the workplaces; the police, or the Guard, go into a work center and grab all the workers.
They make no difference there, they grab them and take them away, and then, if a worker who is really a US citizen appears, they release them; but if the others are not from the US , they go to prison and wait to be deported.
They also capture mothers and separate them from their children, it is a real tragedy that is being lived in the United States, against immigrants. And this also affects US companies, because that is the labor they have available, both in agricultural work and in construction work, and work of all kinds.
But there is a persecution without going through lawful procedures, they care little about the Law, he simply decides, this is to be done, and that is to be done. And the judges say no, but he cares very little and goes straight ahead.
Well, that's causing enormous damage to the United States.
And then, the first thing he did was to order to increase tariffs on all Countries in the world, and there are discussions, lawsuits, even with the European community which has been their instrument via NATO, there too they are looking for how to negotiate.
That is to say, these are times when humanity, having so many means, so many instruments to create conditions of Peace, Stability, Progress, Well-being, in the United States itself with all those migrants, and to offer a Policy of Cooperation with all the Countries of the World, and especially with the Developing Countries, does not do so.
On the other hand, the People's Republic of China does, and so they get angry when the People's Republic of China is developing work in Africa, in Asia, in Latin America. They get angry and threaten the governments for accepting the entry of companies from the People's Republic of China.
So, hope lies in these Powers, such as the People's Republic of China, which has a humane, supportive, generous attitude, and that naturally makes it easier for all countries to receive it, and that angers them US Government.
The same thing happens with the Russian Federation, where the Russian Federation comes along and offers cooperation, including cooperation in the field of security, because the Russian Federation has installed a Center here to combat crime, drug trafficking.
It has now been establihed here in Nicaragua for 12 years, it is a School and they manage it; it is Russian Military Specialists who work at that School, and they have it open for the whole Region and beyond. And from different Central American Countries they come to this School to take courses. The US doesn't like that.
The most important thing, I think, in these difficult times for so many Peoples, the most important thing is that we have to continue insisting on and make binding the Consciousness that leads us to a defense of Sovereignty and leads us to work for Peace. Because if there is peace, we can work making progress for the benefit of the People. Work of all kinds that I am not going to list today, because we would be here till daybreak, but public works that are multiplying and reaching the most distant places of our Country.
Faced with these tribulations provoked by the Imperialists of the Earth, the aggression, well, we bet on Peace... Hopefully, hopefully, the Government of Israel will stop attacking Iran, and then Iran will of course cease fire, and other conditions would open up to be able to reach an Agreement now.
The Israelis didn't want those laboratories in Iran? President Trump has now said that he disappeared them with the bombings he ordered. So where is there, let's say, the brake on things? The brake is the Government of Israel, the Government, not the People of Israel, the Government of Israel, which is the instrument that the Imperialists of the Earth are using to set about seizing the entire region.
Because it is not only Palestine, they want to take over all those Peoples where there is great wealth, minerals, oil, everything, they want to take over the whole region, without measuring the consequences. Because taking over the whole region is simply not possible, because there are Peoples with History, Brave Peoples, Peoples who have fought, Peoples who have suffered, millions of people, in their struggle against the colonialists.
And here in Nicaragua we continue to be united here, with the example of Carlos, Carlos, who gave his life for the Nicaraguan People, for the Peasants; who went into the mountains in difficult conditions when the Guerrillas were totally isolated and were being destroyed.
And with his very thick glasses, because he suffered a myopia that made it difficult for him to see even with those glasses; but he thus took on the challenge of going to join the mountain detachment so that a meeting for Unity would take place there and that Unity would give us more Strength. And he gave his life fighting for Unity.
And in that aspect this is a fundamental point for all of us Nicaraguans, for Youth, for Workers, for the Army, for the Police, Unity, Unity! Because the skills of the enemy look for ways to make us susceptible to sowing distrust, sowing division, speak ill of each other, and so to then cause fractures.
And we must be sure that the more united we are, the stronger we will be, the more united we will be, then we will be guaranteeing peace for the Nicaraguan people. And to guarantee peace for the Nicaraguan people is to guarantee that we continue to make progress with all Social Programs to defeat poverty so that with every day that passes the conditions of Nicaraguan families improve.
The mission of the People, of all the Institutions, and the fundamental support so this Mission can be developed, where are they? In the Police, in the Army, in the Ministry of the Interior, they are there, and they are administering the measures that we have been taking to avoid so many deaths.
We have to keep track of when we started applying these measures which we are taking to avoid deaths, accidents, on the roads, on the streets our towns. What the average was that we had before, and now we have to take the average from that date, let about 15 more days pass and let's see.
Because here this about saving Lives, and it is about getting us to understand that just because we like to speed, we all like to speed, that's the truth; but how many deaths there are every day, and how much suffering in the Families of those who pass away.
Well then, Nicaraguan Brothers and Sisters, Nicaraguan families, on your behalf we are going to take the Legal Oath of Commissioner General Mauricio Lenin Sosa Robelo, Commissioner General Esteban Antonio Torres Rocha, Commissioner General Álvaro José Pérez Marenco, and Commissioner General Oscar José Alemán Marques. And our congratulations to their families, our embrace.
Do you promise, before God, before the Nation, before Nicaragua’s People and Families, before our Heroes and Martyrs, to respect the Constitution, the Laws, the Rights and Freedoms of the People and faithfully fulfill the Missions entrusted, in accordance with the fundamental principles of action of the National Police, to defend the Peace, Security and Stability of our Nation under the Motto of “Honor, Security, Service”?
